The Clerk to Parliament Jane Kibirige has okayed the move by some legislators to push for the censure of Kampala Minister Frank Tumwebaze.

 

MPs Gerald Karuhanga for Youth and Abdul Fadhil Chemaswet, the Kween County legislator, have been pushing for Tumwebaze’s censure on grounds that he undermined the Constitution when handling the controversial impeachment of city Lord Mayor Erias Lukwago.

 

The MPs say the Minister abused his office by rejecting a Court Injunction stopping the sitting of the Kampala Capital City Authority—KCCA council meeting on November 25 that eventually impeached Lukwago.

 

In her letter to Members of Parliament dated December 5, 2013, Kibirige notes that on 2nd December she received a notice in writing from the pro-censure MPs.

 

Kibirige informs all MPs that she has prepared a list of all members in support of the censure motion as required by Rule 98 (3) of the Rules of Procedure and that it is available with the Sergeant- at- Arms for those interested to sign.

 

MP Gerald Karuhanga noted that the Minister has to be punished so that others learn from him saying that he abrogated Article 118 of the Constitution which provides for respect of the Oath of office. He said the actions of the minister during the impeachment of Lord Mayor Lukwago were a violation of the constitution.

 

He notes that the MPs have already started signing and he hopes to raise 125 signatures in 10 days. This is one third of all Members required for the censure motion to be moved.

The Clerk’s letter comes days after NRM Members of Parliament were told in their Party Caucus to desist from supporting the censure motion.
