Creative Constructions Company limited, an Asian owned firm is on the spot for alleged forgery and shoddy work. In 2010, Ministry of Health contracted Creative Constructions Company limited to undertake several projects at the tune of US $5.6 million. The project included the construction of a general ward, an outpatient department, two staff houses, theater, attendant shelters and pit latrines Mpungu and Rugyeyo health centre III in Kanungu district.
Frank Byaruhanga, the chairperson Kanungu social services committee explains that the contractor was expected to complete the work in 2012 in vain. The contractor asked for an extension to allow him complete the work, which was granted. Byaruhanga says instead of coming back to complete the work, the contractor forged a certificate of completion and the signature of the district engineer which he presented to the health ministry in Kampala to process his payment.
The situation worsened on Friday last week after one of the septic tanks, which was constructed by the company at Rugyeyo health center III caved in killing one and a half year- old girl Treasure Ahereza. Following the incident, district officials discovered that the contractor didn’t any iron bar in the construction of the pit latrines and septic tanks. Frank Byaruhanga says they have communicated to the health ministry to stop the payment and hold the contractor accountable for the death of the child.

Byaruhanga says Kanungu district leadership has also has asked the ministry to terminate the contract of Creative Constructions Company limited and hire a competent firm to complete the work. Jude Benda, the Kanungu district Engineer says it is unfortunate that the company forged a certificate of completion of work.
Benda says they referred the matter to the health ministry for action since procurement was done at the center and the district was only tasked with supervision work. URN was unable to reach the management of creative construction company limited for a comment on the matter.
