Riky Building Materials Limited, a construction company that was
contracted to construct Kasheregyenyi Health Centre III in Kamuganguzi Sub County
in Kabale district is on spot over shoddy work.
Early this year, Kabale District Council approved the elevation of
Kasheregyenyi Health Centre II to the level of Health Centre III to improve health
services in the area.
The district also secured 500 million shillings from the
government to construct a structure where the Health Centre III will operate
According to the Memorandum of Understanding, the contractor is expected to
have completed works by June 31, 2019.
However, part of the building collapsed as works approached the window
Julius Barusya, the district councillor representing Kamuganguzi Sub
County says that although the contractor repaired the building it has developed
Barusya also accuses the contractor of failure to add concrete in the
foundation as well as using poor quality bricks.

Johnson Baguma, the Kabale District Secretary for Health, Education and
Community Based Services says that it is unfortunate that the contractor is misusing
the money injected by the government to improve health service.

Gad Rugaaju Ahimbisibwe, the Kabale Deputy Resident District Commissioner says
that workers smeared the foundation and part of the structure with black oil to
hide cracks. Rugaaju says that he has already halted construction works and summoned
the contractor, District engineer and district health leaders to his office to
talk about the matter.

Emmanuel Tukamushaba, the Manager of Riky Building Materials Limited, however,
refutes claims of shoddy work. Tukamushaba says that they destroyed part of the
building to rectify the design error.
