Contractor's Payments Sparks off row between Lwengo RDC and CAO

The row stems from the blockage on Wednesday of the contractors payments due to shoddy work.
The alleged inflated payments to contractors in Lwengo district, has sparked off a bitter row in the district leadership.

The Resident District Commissioner allegedly blocked payments for Kika construction and wholesale, Nalongo Wabukeeli contractors and Victoria Construction contractors on grounds that their was no value in the work done.

 

Grace Kaboyo, the Resident District Commissioner for Lwengo, said Kika construction and wholesalers was contracted to build Kitoolo-Ndagwe road at Shs70million, but her inspection team discovered the work was shoddy and blocked their payments.

 

Nalongo Wabukeeli contractors are accused of building a substandard pit latrine in Kagwe village. The RDC says the toilet cracked and its unpleasant shape has posed a health risk in just three months.

 

Victoria Construction Company on the other hand was entrusted to construct Kinoni-Nabyewanga-Bwasa road, but the road has been found shoddy.

 

She says Lwengo is a new district which wants to ensure development and value for money spent on every venture.

 

The RDC says that the roads and the toilets should be reconstructed before the payments are effected.

 

But the RDC’s decision has not gone down well with Samuel Kaija the Lwengo Chief Administration Officer, on grounds that the RDC does not respect his office, adding that she would have consulted before halting the payment process.

 

Kaija maintains that the RDC’s office has no powers to halt payments for any service.
