Councillor Disowns Signature on Fort Portal Speaker Censure Motion

One of the councillors Francis Byamukama has now come out to deny that councillors ever met to append their signatures on the motion, adding that the list used was an attendance list for a different meeting.

The movers of a motion seeking to impeach Fort Portal Municipal Council Speaker, Gilbert Kayondo, are on the spot for forging signatures.   

On March 21, two Fort Portal Municipal councillors Joseph Musirikale, and Kenneth Kaliba tabled a motion seeking to impeach Kayondo, accusing him of misconduct, abuse of office, and incompetence. They argue that the speaker has failed to act with decorum by insulting councillors, calling them names on radio and inciting the public against them.  

They add that although the speaker is supposed to be impartial, Kayondo abused that responsibility when he opted to join the executive on radio stations to provide accountability which had been demanded overtime. They argue that this act undermines the Councilors efforts to have an institution that is transparent and accountable.    

The two attached a list of 15 out of the 26 councillors whom they said were in support of the motion that is to be tabled before council on March 29.  But one of the councillors's Francis Byamukama has now come out to deny that councillors ever met to append their signatures on the motion, adding that the list used was an attendance list for a different meeting. 

Byamukama, the Bukwali Ward Councillor said he was shocked to find his name on the same list now being used as a resolution by councillors backing the removal of the speaker.

He has written to municipal Mayor Rev Willy Kintu Muhanga, disassociating himself from the signatures. The other councillors on the list declined to give an elaborate comment, saying they haven’t seen the motion yet. 

However, Kaliba insists that the list is authentic although he declined to state where the meeting was held. The URN reporter has also observed that the list attached to the motion is a scanned copy.
