Crime Preventers on Spot for Grabbing Nakivale Settlement Land

Authorities in Nakivale settlement camp in Isingiro district are feuding with a group of crime preventers for grabbing part of the camp land.

Monica Mugisha, the Assistant Nakivale settlement camp commandant in charge Juru sub zone, says more than 100 crime preventers took advantage of the grey police uniforms given to them prior to the 18th February general elections to forcefully grab pieces of land allocated to new refugees.

According to Mugisha, the crime preventers attacked the refugees and threatened the camp officials who attempted to resist their illegal settlement.

She explains that after grabbing over 200 square miles of land the crime preventers divided it into plots of 40by 60feets and sold them to rich individuals outside the district. The refugee prohibits any individuals from owning land in the settlement camp.

John Rwanyamugabo, the LC 11 chairperson Juru parish blames Government for failing to demarcate the boundaries of the settlement. Edson Muhangi, the Kabale Resident District Commissioner and District Police Commander, Moses Muzima, have promised to investigate individual crime preventers and other security officials named in the land grabbing.

In a February 26th, 2016 letter, a copy of which URN has obtained, Professor Tarsis Kabwegyerere, the Minister for General Duties in the office of the Prime minister, decried the laxity by camp commandants, Isingiro RDC and DPC Isingiro district for failing to protect Nakivale land from encroachment.

He directed them to immediately take action against all individuals who have forcefully encroached on settlement land but to date nothing has been done. Nakivale is home to 95.653 refugees from the Democratic Republic of Congo, Burundi, Somalia, Rwanda, Eritrea, Ethiopia, Sudan and Kenya.

Crime preventers were recruited across the country to help police monitor, detect and report crime. They were however, disbanded after the presidential elections.
