The Civil Society Budget Advocacy Group (CSBAG) has proposed the
establishment of a fiscal council to oversee taxation and expenditure of
According to the International Monetary Fund (IMF), the fiscal
council is an independent public institution set up by the government to evaluate its
expenditure and tax policy.
Appearing before the budget committee of parliament chaired by
the Kacumbala County MP Patrick Isiagi, the Executive Director
CSBAG Julius Mukunda noted that the council if established should be
tasked to ensure that all government plans are fulfilled regarding fiscal discipline.
CSBAG was presenting a statement on the charter of fiscal
responsibility that is a strategy to ensure that fiscal balances and the total
public debt are sustainable over the medium and long term.

However, the Butambala County MP Muwanga Kivumbi said establishing
a fiscal council will be a waste of resources. He blamed parliament for not
doing enough to fulfill its mandate, citing the passing of loans, new
administrative units among others without scrutiny.

The committee chairperson Patrick Isiagi noted that the committee
will meet all government agencies that are responsible for revenue collection
for a way forward.
