Declaration Forms, Registers Confiscated in Mengo Parish

There was chaos on Friday at different polling stations in Mengo Parish, Kampala Central as ruling National Resistance Movement (NRM) party declaration forms and voters’ registers were confiscated by alleged supporters of one of the candidates.

The NRM Electoral Commission (EC) nominated three candidates to compete for the party’s Kampala Central Constituency flag. They include Cedric Babu Ndilima, Baker Mande Kyambadde and Isa Kato, while Faridah Nambi and Shamim Nafuna are competing for the Women's flag.

At Nannozi Village, polling agents and NRM EC officials were attacked immediately after the polling was concluded by a group of people who grabbed the voters’ register and the declaration form. This was shortly before pronouncing the polling results.

Uganda Radio Network-URN observed polling agents of Cedric Babu Ndilima pursuing a group of people whom they accused of confiscating the register and declaration forms. Babu’s agents alleged that the hooligans were supporters of candidate Baker Mande Kyambadde, a resident in the area.

Babu’s agents made their way to Musajja - Alumba Police Station to report the matter, but they were later followed by Kyambadde’s agents. 

Before the matter could be settled, another chaos ensued at Rubaga A polling station neighbouring the Police as supporters from different camps fought over developments at other voting centers within Mengo parish. It took the intervention of police officers to calm the crowds. 

Proscovia Namulondo, a polling agent for Cedric Babu accused supporters of Kyambadde of beating them up and confiscating declaration forms and register. She claimed that Babu had won at the polling station with 310 votes against Kyambadde’s 4 votes. 

Namulondo says that Kyambadde’s brother identified as Reagan Walewale had spearheaded a chaotic crowd that confiscated the declaration forms and the voters’ register.

Grace Kebirungi, another supporter of Babu alleges that she was attacked by unknown people for allegedly putting on a t-shirt with her candidate’s portrait.

Kyambadde said that he was not aware of his supporters attacking others and confiscating declaration forms.

Kyambadde’s polling agent at Nannozi village polling station, Violet Kunihira denied allegations that her candidate’s supporters attacked others. She said that her camp was hopeful to win at other polling stations although results from Nannozi village did not go their way.

But a section of other NRM voters also accused Francis Kintu aka Dingo, the Social Center Village party Chairman for causing chaos in the election.

There was also a total disregard of the Covid-19 pandemic Standard Operating Procedures (SOPs) at polling stations within Kampala Central. Voters were seen crowding in the same space without physical distancing and wearing of masks. Set hand-washing points were at several occasions ignored.
