Deputy Registrar of Executions, Bailiffs Division Interdicted

According to the interdiction letter signed by the Acting Chief Registrar Tom Chemutai, Nizeyimana was interdicted for producing poor standard work and conducting himself in a manner prejudicial to the image, dignity and the reputation of service contrary to the Judicial Service Regulations.

The Deputy Registrar of the executions and Bailiffs Division of the high court Deo Nizeyimana has been interdicted for alleged abuse of Judicial Authority.  

According to the interdiction letter signed by the Acting Chief Registrar Tom Chemutai, Nizeyimana was interdicted for producing poor standard work and conducting himself in a manner prejudicial to the image, dignity and the reputation of service contrary to the Judicial Service Regulations.

The letter dated June 29, 2020, accuses Nizeyimana of having issued exparte judgements for debt clearance in a case filed by Total Uganda Limited against a transportation company A. O Basid Limited, yet the Assistant Registrar of the same court had issued an interim order halting the same case eight months ago.

Nizeyimana's orders were issued on June 2, 2020, allegedly in total defiance of the retired Chief Justice Bart Katureebe’s directives who had suspended all execution proceedings in line with the National directives to curb the spread of COVID-19 pandemic.

Nizeyimana has now been directed o handover office, any government property and all court files immediately to the Registrar of the High Court in line with the Public Service Standing Orders. He is also restricted from leaving Uganda without the permission of the Chief Registrar.

Ninzeyimana's interdiction comes five days after the interdiction of Masaka High Court Deputy Registrar Cissy Mudhasi. Mudhasi was interdicted after issuing exparte orders in three cases including one involving Ram Engineering Uganda Limited, Makerere University and Stanbic Bank.

The other cases included one filed by Sauda Namuleme against Masaka Municipal Local Government Council and another involving Nets Hope Limited, Amooti Boniface Kamanyire and Absa Bank Uganda Limited
