District Chairpersons Propose Amendment of Local Gov't Act

District Chairpersons under their umbrella body, Uganda Local Government Association-ULGA are pushing for amendments of the local government act.

George Mutabaazi, the Lwengo District LCV Chairperson and ULGA President says that they are considering amendment in Local government Act with intentions of relieving councillors of powers that allow them censure district chairpersons from office. 

Section 14 of the Local Government Act 1997, permits councillors to throw out the district chairperson on grounds of; abuse of office, corruption, incompetence, misconduct, failure to implement council decisions, mental incapacity that would render him/her incapable of official duties.

However, Mutabaazi says that the act in its current form is breeding a lot of unnecessary tensions in local governments between councillors and district chairpersons which affects services delivery.

Mutabaazi says the idea has been embraced by a number of chairpersons adding that they are yet to draft their proposal and have it discussed by the ULGA general assembly before it is presented to the responsible higher authorities for consideration.

Jude Mbabaali, the Masaka District LCV Chairperson declined to comment on the proposal about it saying that he has not yet studied it.

The proposal comes at a time when Robert Benon Mugabi and Dr Elli Muhumuza, the Rakai and Sembabule districts chairpersons respectively are facing censor motions by their councillors over alleged abuse of office.
