District Leaders Oppose Upgrade of Ibanda Town to Municipality

In a letter to the Ibanda district council dated 20th, July, 2015, the Minister of Local Government Adolf Mwesige said he had considered upgrading Ibanda town council into a municipality status after raising the required population of 100,000 people.
A section of leaders from Ibanda district have opposed plans to upgrade Ibanda town council to municipality status.

 

In a letter to the Ibanda district council dated 20th, July, 2015, the Minister of Local Government Adolf Mwesige said he had considered upgrading Ibanda town council into a municipality status after raising the required population of 100,000 people.

 

Under the Local Government Act Cap 234, the minister can recommend a town council be upgraded to a municipality once it hits the population mark of 100, 000 people. 

 

The proposed Ibanda municipality will comprise four divisions of Nsasi, Kagongo, Nyabuhikye and Bisheshe.

 

However, Levis Kunanuka, the LCV councilor for Kashangura Sub County in Ibanda district is opposed carving his sub county into the municipality.

 

Kunanuka argues that the people he represents were not consulted first before being included in the municipality.  He vowed to go to court and block the proposal.

Benon Kaimutsya, Nsasi sub county LC3 chairperson, is also opposed to the plan to include Nsasi in the new municipality. He says his constituents are quite happy to remain under   Ibanda district council.

 

According to Kaimutsya, many of his residents are not prepared for the new policies that come with the municipality like the urban structural plan.

 

Robert Kuheebwa, Eria Mandioza, Melechiedes Kajwengye have been lobbying for municipality status for Ibanda town council. Robert Kuheebwa is a councilor representing Nsasi sub county. Erisa Mandioza represents Kicuzi sub county and Melechiedes Kajwengye is the Ibanda district chairperson.

 

Kajwengye insists the municipality will also boost rapid development of the district.
