Jackson Opio, the LC I chairman of Bur Awak village in Dokolo, and seven other suspects have been arrested.
The suspects were picked up yesterday while trying to settle a defilement case involving a 13-year-old girl.
The other suspects are Milton Odyek, the girl's father and Henry Oder the defilement suspect.
Santos Edenu, the acting Dokolo district Police Commander says that police was tipped off on the negotiations by concerned members of the community.
The suspects were found negotiating with Oder to pay a fine following his arrest on Monday with the 13-year-old girl.
Edenu says that the suspects who include other members of the LC I executive will be charged with promoting defilement and mismanaging a criminal case.
He accuses Local Council chairpersons in the district of compromising on defilement cases, yet it is a capital offense.
Haggard Odur an eye witness says that Oder had reached a compromise with the girl's parents to pay two heads of cattle, and two hundred fifty thousand.
