DP Leaders Seek Removal of Kyotera District Returning Officer

Their petition is based on a ruling by High Court Judge Lawrence Gidudu in which Baguma was declared incompetent for messing up elections in Rakai district where he served as Returning Officer in the 2016 elections. Elections from four of the five constituencies in the district were nullified.

Democratic Party has petitioned the Electoral Commission to withdraw Daniel Baguma from overseeing elections in the newly created Kyotera district.

Their petition is based on a ruling by High Court Judge Lawrence Gidudu in which Baguma was declared incompetent for messing up elections in Rakai district where he served as Returning Officer in the 2016 elections. Elections from four of the five constituencies in the district were nullified.

In one of the cases, Robinah Ssentongo, the defeated candidate in the Rakai district parliamentary race, petitioned Court seeking to nullify the election of Juliet Suubi Kinyamatama on ground that she connived with electoral officials to falsify declaration forms which gave her undeserved victory.  Court also found sufficient grounds to cancel results in Kakuuto, Buyamba and Kooki Counties.

Justice Gidudu, who presided over the hearing of the election petitions, confirmed that Daniel Baguma, the Rakai District Returning and his team of election officers connived with police and the army to rig elections for members of the ruling National Resistance Movement-NRM party. He labeled him a fraudster who did not deserve to hold office.

But the Electoral Commission recently transferred Baguma from Rakai to the new Kyotera district.

However, Democratic Party members led by Masaka Woman MP Mary Babirye Kabanda, Whip Joseph Ssewungu and Masaka municipality MP Mathias Mpuuga are challenging Baguma's deployment in Kyotera.

The MPs were unveiling the Democratic Party candidates for the seats in the district ahead of elections scheduled for August 29. The party unveiled Dr Tom Darlington Balojja, as DP Candidate for Kyotera LCV seat and Robinah Ssentongo as DP candidate for the Woman MP seat.

The candidates equally observed that Baguma lacks competence to manage another election after being banned by high Court judge. Robinah Ssentongo pins Baguma for snatching victory from her camps during the 2016 general elections.

However, the sitting DP legislators said they have formed a strong team to campaign and protect votes against any form of rigging.
