Dwindled Local Revenue Constrains Council Sittings in Bududa

This is because since the introduction of five town councils of Bududa, Bushigayi Nangako, Kikholo, and Kuushu which are semi-autonomous, revenue from their markets is now retained to run their town activities.


Low local revenue has affected Bududa council sittings and other activities.   

This is because of the introduction of five town councils of Bududa, Bushigayi Nangako, Kikholo, and Kuushu, which had markets where the district would collect revenue.  Since these administrative unities are semi-autonomous, revenue from their markets is now retained to run their town activities.     

According to Samson Natsambwa the assistant Chief Administrative officer Bududa , currently the district collects less than 100 million Shiling as compared to over 200 million it used to collect since 2018/19 financial year up to date.     

This means town councils have taken away over 100 million which would equally help in supporting the council sittings.He added that this has not only affected council sittings but some other activities in different departments that planned on local revenue have also failed to be implemented. 

   According to finance and accounting regulations in the local government, 20% of the local revenue collected by the district is supposed to facilitate council sittings.     

Geoffrey Natubu the Bududa district Speaker said by this time they were supposed to have had four council sittings which is not the case.     But, he said, they have had only one council siting pending that of laying the district budget and approving it which is a must but they don’t have money for the councilors to sit. 

He said there must be at least a council sitting after every two months making six in a financial year. He added it is hard for Bududa district to realize the mandatory 30 council sittings in five years given the resource envelope.   

Yonasan Bululu, the Bududa district Vice Chairman who is also the leader of government business, said they are looking at the CAO to borrow some money from other votes to facilitate the councilors so that they can lay and approve the budget, being the must district activity by councilors.  Bududa district has a total of 35 district councilors. ####
