Cabinet brief Thursday 30th June 2016

The second session of the inaugural cabinet  continued today at state house entebbe chaired by HE the President. At the first session of the inaugural cabinet that sat on June 23rd 2016, the president listed 15 action priority points that  he wants the new government to concentrate on but promised to add on following the discussions that ensued. Today, the President  added on three more  points that also require priority attention.

The new three points are;

1. Improving government communication. He called for responsible and disciplined media reporting that is not injurious to the  image  of uganda and tasked government agencies to always communicate Timely and factually about government work and thus the reason he merged the communication agencies into  one ministry for easy  coordination . Also of priority under the ICT,the president stressed  was the need for developing technical capacity in the field of electronics to do intelligent monitoring both by modern  IT systems  and knowledgeable Electronic engineers whose skill and capacity he directs the ministry of ICT to build.

In the medium term, the President wants the Ministry of ICT to start and build a strong department of electronics that will ensure assembling of computers among other electronics.

2. The other priority he added on was the need to support the judiciary with all the human and financial resources so as to improve the justice system and the fight against crime

3. The last point of priority he added on,  was the issue of urban physical planning. The President stressed that Organized urban planning is not only good for the environment, tourism but a great enabler for job creation through organized urban trade.

Cabinet  after a comprehensive discussion also added  on the list of priorities; I) the need to support the water sector so as to enable the widening of safe water coverage and Ii) also to intensify resource mobilization as a strategy for fulfilling all the listed and agreed upon priorities.

The president however, noted that all these priorities notwithstanding,the order of priorities among priorities which must always have the first call on the budget resources remain;

- Defense and security

-Electricity generation and distribution

-Tarmacking of the already identified roads in the NRM manifesto 2016-2021

- Concluding all the remaining funding modalities for the standard gauge railway project to start

- Acquisition of Japanese road equipments for districts to routinely maintain the Feeder roads using force on account model that is far cheaper compared to competitive contracting

- Support to operation wealth creation( Naads) so as to scale up the supply of inputs to farmers with special attention to the 68%  homesteads that still operate outside the money economy because of being subsistence producers.    

- Supporting and financing of industrial parks in the already identified 22 zones

- Continued investment in education and health programs and

- financing of the science innovation, youth and women funds.

The president allowed Members of cabinet some good amount of time to react to  and discuss exhaustively his address and  list of priorities including the additional ones. They were finally adopted as the priorities that will guide the 5 year development agenda since they also fall within the national development plan(NDP) and national vision 2040.

It was finally agreed that the President will be meeting periodically different ministry teams( Minister and top ministry officials) to hear from each of them about their sectoral strategies and measure progress of their ministerial program implementation by looking at specific deliverables and indicators .

The tone is for efficient and effective public service delivery following the principles of allocative and operative efficiency; that is, by  Using the available resources for the right priorities and doing so efficiently.

Routine cabinet meetings will resume every Wednesday of the week.
