Onen Kamdulu Remanded for Defilement

Just months after serving a nine-year jail sentence for aggravated robbery, Ex-Lords Resistance Army LRA director of operations Alfred Onen Kamdulu, has been remanded to Gulu central Prison, this time for aggravated defilement.
Ex-Lord's Resistance Army (LRA) director of operations Alfred Onen Kamdulu has been remanded to Gulu central Prison for aggravated defilement.

Kamdulu appeared before Gulu Grade One Magistrate Selse Biwaga on Tuesday afternoon and was charged with aggravated defilement of a five year old minor. The charge of aggravated defilement was read out to him and thereafter sent to Gulu Prison till February 7th.

Stephen Ojara, a state attorney told Court that Kamdulu is suspected to have committed the offense from Layibi A and B sub ward in Layibi Division, Gulu Municipality on January 10th.

Ojara said the accused contravened Section 129 clauses 4(a) and (c) of the Penal Code Act. The provision states that “any person who unlawfully has sexual intercourse with a girl under the age of eighteen years commits an offense and is liable to suffer death”.

According to Ojara, inquiries into the matter are ongoing under CRB 74/2017.

Grade One Magistrate Biwaga advised the former rebel commander not to enter plea as her court lacks jurisdiction over the matter. She then sent him to custodial detention at Gulu central Prison.

Kamdulu who has scars of recent bruises to his right face is resident in Aywee sub Ward in Pece Division Gulu Municipality. He appeared composed in the dock in a pink long sleeved shirt and blue jeans trouser and closed black shoes.

He looked downwards as Prison Warders escorted him to prison.

Kamdulu served as LRA Director of Operations during the conflict in Northern Uganda. He was granted amnesty after the war before being jailed for nine years for aggravated robbery. He had just been released from prison.
