FDC: Imbalances in Top Army Leadership Must be Addressed

The Forum for Democratic Change (FDC) is warning against politicizing the army and militarizing politics.

 

Kaps Hassan Fungaro, the shadow opposition defence minister, warns that using the army to prepare first son Brigadier Muhoozi Kainerugaba to replace his father President Yoweri Museveni is a threat to democracy.

 

Fungaroo further adds that it is also a threat to national cohesion and stability in the army, peace and security in the country.

 

The FDC was reacting to recent press reports about a letter allegedly written by the head of the intelligence services of an alleged plot to assassinate top army commanders and the Muhoozi project.

 

Fungaroo notes that with the massive desertion of the army, any expression of discontent and dissent by senior and junior army officers against the malpractices in the army may lead to disciplinary action taken against them through the court martial.

 

He adds that any unfair trial at the court martial may be viewed as persecution and this may lead to exile citing examples of renegade Col Samson Mande and Lt Col.  Anthony Kyakabale. 

 

He also points out the late Col Edison Muzoora who died under mysterious circumstances and Maj Herbert Itongwa saying if the army had a fair system of expression of dissent they would not have fled.

 

Fungaro, a member of the Defence committee in Parliament, says all these will negatively affect democracy in Uganda.

Gen Sejusa, who was expected in the country over the weekend, postponed his return with speculation rife now that he could have fled the country.

 

The police last week seized Gen Sejusa’s office and took documents and files, four assistants were arrested and heavy deployment along Entebbe road in anticipation of his return. Last week the defence Minister Dr Crispus  Kiyonga, making a statement on the matter on the floor of Parliament, said President Yoweri Museveni the commander in chief of the armed forces is taking appropriate measure to respond to acts of indiscipline that have been portrayed to the population.

 

He also added that the military officers maintain have never received the letter allegedly written by Gen Sejusa outlining his complaints and grievances.
