According to Baine, over 80 inmates were transferred to Kigo prisons while about 100 women at Kigo were moved to Luzira.

When asked how the relatives who are not allowed to visit prisons because of the current pandemic knew about the transfer to the extent of calling him to inquire, Baine said some are locals who witnessed the prison vehicles taking them away.

“Knowing where your person is; has nothing to do with visitations because in court, they sent them to Kitalya. If someone is inquisitive about where a prisoner has gone, then the onus is on us to tell them where they are,” Baine said.

There are current about 700 male prisoners in Kitalya prisons. Baine also revealed that minor offenders in Mbale were transferred from Maluku main prison to Bubulo prisons while the ‘hardcore criminals’ were given a separate ward at Maluku main prisons.
