According to the investigations that were conducted by the Police legal team, the officers were liable for underpayment of Special Police Constables-SPCs who provided security during the January general elections.

The Disciplinary Court of the Police will try five officers
attached to the Pakwach district over corruption.
The officers are Frank Muzoora the District Police Commander, Charles
Ndabangutse the OC CID, Charles Kerfua Crime Intelligence and Mafabi Collins,
the OC Traffic Pakwach.
According to the investigations that were conducted by the Police
legal team, the officers were liable for underpayment of Special Police
Constables-SPCs who provided security during the January general elections.
Pakwach Police Station received 60 Million Shillings to pay 162
SPCs with each supposed to get 375,000 Shillings but was instead paid 370, 000 Shillings.
Francis Otim the acting head of Police Standards Unit-PSU in West
Nile says that they have sufficient evidence to pin the police officers. Their
trials will start on October 5.
“We have already lined up 14 Witnesses and some Officers to
testify against the five officers for abuse of office and involvement in
corrupt practice and it’s just a matter of time now,” said Otim. “These officers
stole money meant to pay SPCs for January after it was counted first and then
given them at the RPCs office here in Arua,” added Otim.
The fate of the affected officers came into the limelight on
February 5 after the RPC West Nile wrote to the PSU to investigate the underpayment
of SPCs in Pakwach following some complaints.
On July 30, three Police officers were recommended for dismissal for
Negligence of Duty in Zombo district. This followed the escape of a notorious
suspect.
