Five SACCO Leaders in Nakaseke Charged With Theft of PDM Funds

The five were arrested by Police following complaints to Rosemary Byabasaija, the Nakaseke Resident District Commissioner that they had withdrawn the money and allegedly embezzled it.
Five leaders of Namilari Parish Development Model Savings and Credit Cooperative Organization in Nakaseke district have been charged with theft of seventy-two million shillings meant for beneficiaries.

The leaders in trouble are Joan Nakalema the PDM SACCO Chairperson, Sulaiman Kasoma the LCII Chairman, and Joseph Kamya Balikuddembe the Loans Committee Chairperson.

Others are Faith Kiwumulo the treasurer and Margaret Nabuto the secretary of Namilari PDM Sacco found in Nakaseke town council.

The five were arrested by Police following complaints to Rosemary Byabasaija, the Nakaseke Resident District Commissioner that they had withdrawn the money and allegedly embezzled it.

Byabasaija explained that on 21st September, the leaders withdrew 72 million shillings from the Namilari PDM account number 3203410538 held in Centenary Bank, Wobulenzi branch, and transported it to their homes in breach of the stipulated guidelines.

Byabasaija added that at their homes, the leaders paid out between 200,000-700,000 Shillings to intended beneficiaries and to non-approved beneficiaries before pocketing other funds.

Byabasaija said that this was against the guidelines that each approved beneficiary is supposed to get one million shillings and money be paid only to beneficiaries’ bank accounts.

“The bank also erred and we shall ask Police to interrogate them on how they released cash to leaders yet they know the guidelines that it was supposed to be paid directly to beneficiaries’ accounts ‘’ Byabasaija said.

As a result, Police arrested the leaders of the PDM SACCO and these were charged with theft of PDM funds.

On Thursday evening, five leaders were presented before Jude Kamuganga the Grade One Magistrate at Butalangu Court and charges of theft of 72 million shillings were read to them.

The suspects were remanded to Wakyato prison till 12th October this year after the prosecution told the court that investigations were ongoing in the case.

The suspects allegedly paid out the money to 92 people including 14 non-approved beneficiaries.

Early this month, Hundreds of residents in Nakaseke town council appealed to the Prime Minister Robinah Nabbanja demanding investigations into the alleged gross mismanagement of the Parish Development Model Programme.

The residents told Nabbanja that although they applied for one million shillings, SACCOs had paid out less money to them.

Other residents said that they were yet to receive the money applied for yet they need it to buy agricultural inputs.

Although Nabbanja ordered Galabuzi Ssozi the National Coordinator of the Parish Development Model Programme to investigate the complaints, to date irregularities are yet to be addressed.

In February 2022 President Yoweri Museveni launched the Parish Development Model, a program meant to eradicate poverty through the execution of development activities at the parishes.

Since then the Ministry of Finance, Planning and Economic Development has released 7.7 billion shillings to 77 parish SACCO accounts in Nakaseke district.
