Moroto-Based Researchers Protest Payment Deductions

More than 100 researchers working under the International Research Consortium, IRC, have stormed Moroto District Headquarters protesting the nonpayment of their allowances. The team has been collecting data to ascertain the impact of climate change on agricultural production and its effects on livelihoods across Karamoja.

The research, funded by USAID was commissioned on June 2, after one month's training in Kampala. Under the research contract ending on July 6, each enumerator was supposed to receive 120,000 Shillings per day worked.

The contract indicated that enumerators would be paid for five days at the beginning of the field pilot exercise. It also indicated that enumerators would be expected to complete at least two households per day and subsequent payments would be made every after completion of 10 households.

But according to Jolly Grace Abura, a research team supervisor in Napak says they had a verbal agreement with IRC to pay each researcher for 35 days as long as the intended workload is covered. She says however that they later learnt that part of their money, amounting to 600,000 Shillings meant for the field pre-test was going to be retained by the consortium, without any explanation.

Abura adds that she has so far worked for 2.1 million Shillings but instead, she was told to sign for 1.4 million Shillings.

But Dr Daniel Kibuuka Musoke, one of the officials from IRC says the matter is going to court.  "I cannot comment on this matter since it is going to court," Kibuuka said on phone without divulging any details.

Moroto Resident District Commissioner Joseph Osoto Opio told URN that there are a number of contradictions in the contract agreement that require legal interpretation. He notes that the matter has been taken to another level for further discussion.

Mashiel Okello, the representative of researchers says they will not release the data compiled including the tablets used during the research until their payments are completed. Osoto also confirmed that no mutual understanding has been reached after engaging with both parties.
