Emmanuel Mwaka Lutukumoi, the former Democratic Party Spokesperson has explained why he turned down his as the new Lira Resident District Commissioner. President, Yoweri Museveni appointed Lutukumoi in a reshuffle of Resident District Commissioner announced on Tuesday.

Lutukomoi served as the Lira Deputy RDC between 2014 and 2016 before he was transferred to Kitgum district to serve in the same position. He relocated to the United States of America in 2017. Following his appointment, Lutukomoi rejected the offer, saying it is hard for him to take up the position for now.

“I appreciate the good gesture of being chosen by the appointing authority out of millions. As RDC! It's a huge vote of confidence; but unfortunately I am no longer in the country and have my personal strategic goals to accomplish. I know I will be ready to serve my country and be a solution to the gaps in its leadership and governance that may exist," Lutukumoi said.

On Wednesday, Museveni made slight changes and appointed Milton Odongo, the former Kasese Resident District Commissioner to replace Lutukumoi in Lira district. Odongo welcomed the appointment, saying he is ready to serve the interests of the appointing authority.

Ltukumoi's decision to reject the appointment has sparked mixed reactions among key political strategists in Lira district. Richard Omara Awio, the Lira district NRM party publicity secretary and Railways Division councilor, says he isn't surprised by Lutukumoi's decision.
