The President of the 2015 Climate Change Summit, Fabius Laurent says there is hope that a legally binding climate change agreement will be reached at the end of the year.
Fabius Laurent who is also France\'s Foreign Minister said on more countries were coming out with initiatives to fight climate change.
Speaking at the opening of two-day climate summit in Berlin Germany on Monday, Laurent asked all countries to submit their climate strategies to the UN Climate Change Secretariat before end of October.
All countries have to submit their climate strategies plans by 30th June. The climate strategies known as known as intended nationally determined contributions (INDCs), will be discussed in October and later at the UN Climate Conference in Paris.
According to Laurent, 40 countries have so far submitted their Intended Nationally Determined Contributions to the secretariat of the United Nations Framework convention on Climate Change.
He explained that “the Paris agreement has to be fair to developing countries by providing developing countries the means of implementing their climate change adaptation plans.
Ralph Bodle, the German Government Legal Adviser on Climate Change Negotiations and Policies says there is need equity in the upcoming climate change negotiation to be held in Paris.

Dr. Barbara Hendricks, the German Federal Minister for environment hoped that the Paris Conference will agree on a climate friendly development path to protect the global economy.
As the summit in Berlin comes to the second day, there is concern on whether the draft text for the next climate change agreement will ensure that developing countries achieve their poverty eradication goals.
Ralph Bodle told the summit that what is suggested in the draft text of the agreement if adopted would allow developing counties to attain the development aspirations.
