General Court Martial Grants Police Constable Bail

The Uganda People's Defense Forces-UPDF General Court martial has released Special Police Constable, Faisal Katende on bail. The General Court Martial Chairman, Lt Gen Andrew Gutti released Katende on a non-cash bail of Shillings 10 million this morning.

His sureties also executed non-cash bond of Shillings 5 million. Lt Gen Andrew Gutti directed Katende not to leave the country until their case is disposed of. He also noted that the decision to release Katende was based on the fact cannot influence the case given his low rank. 

Katende was dragged before the Military court martial together with Joel Aguma, the former Commandant Professional Standards Unit,  Nixon Agasirwe, the former head of the Special Operations Unit, Sergeant Abel Tumukunde, from the Flying Squad, James Magada, an operative of Crime Intelligence, Amon Kwarisima, Rene Rutagungira and Bahati Mugenga, Rwandan and Congolese nationals respectively.

The suspects are accused of kidnapping and illegally repatriating Lt. Joel Mutabazi, the former body guard of Rwandan president, Paul Kagame. Last month, the same court denied Aguma bail, saying he could influence the case given his rank in the Uganda Police Force and the fact that his surety, Atwooki Ndahura, the Director Crime Intelligence didn't get clearance from the Inspector General of Police to stand for him.

Court is yet to decide on the bail application of Nixon Agasirwe. Details of the case are that on 13th October 2013 in Kamengo, Mpigi District, the suspects kidnapped Mutabazi and Jackson Kalemire and illegally repatriated them to Rwanda.

Mutabazi was arraigned in court in Rwanda over terrorism, setting up an armed group, spreading rumors with the intention of inciting the public to rise against the state, murder, crimes against the state, illegal possession of a firearm and deserting the military. 

He was handed a life sentence by the Rwandan military high court.
