Government has embarked on restructuring local governments in a move to address critical needs of staff and improve service delivery. Recently, the Public Service Ministry issued a list of staff establishment and their salaries right from sub counties, town councils and district level across the country.
The list also introduced new posts at the administrative units and scrapped others. It also created new departments such as the department for trade, industry and economic development at the district. It also introduced three positions of commercial officers, tourism, wildlife and conservation officer.
According to the Ministry, government also plans to employ finance, probation and welfare and assistant forestry officers among others. The changes also allow districts to recruit two Information Technology Officers and increases principal positions in various departments. However, the changes affect the number of positions for procurement officers, forest rangers, forest guards, Inspector of schools, and examiner of accounts among others.

He says they intend to trade off some new position as well as make changes in others to ensure they meet the needs of the district.
Bernard Okello, the Senior Human Resource Officer, Luweero district says some of the proposed positions are not applicable in the district, saying they will seek to maintain some of the positions that have been scrapped yet they are still vital. According to Okello, they will meet Public Service Ministry officials to discuss the implementation of the new structures or make adjustments.
The districts have up to December 31 to present the proposed changes to the Ministry of Public Service before 31st December for approval. The restructuring is expected to take effect in the 2017/2018 financial year. The proposed restructuring process has generated mixed reactions among civil servants, residents and local leaders in Luweero district.
Some civil servants are worried of losing their jobs. However, some residents see the restructuring exercise as an attempt to create new jobs especially where new slots have been created. But Absolom Bwanika Bbaale, a local politician in Luweero town council, says he is skeptical the restructuring exercise will improve service delivery without the necessary increment in the budgetary allocations to districts.

Government conducts restructuring every ten years. The last restructuring exercise occurred in 2005. Uganda spends about Shillings 2.9 trillion on staff wages against the Shillings 11.03 trillion revenue collection. The budget for salaries is projected to increase as government is set to recruit more staff in the 2017/18 financial year.
