Minors Share Cells With Adult Offenders in Greater Bushenyi Districts

 Minor offenders in districts in Greater Bushenyi end up in police cells with adults due to lack of remand homes in the region. Greater Bushenyi is comprised of Mitooma, Sheema, Buhweju, Rubirizi and Bushenyi districts. However, none of the districts has a remand home.

The nearest remand home is in Fort portal.  The newly built remand home in Kabale Municipality is yet to become functional. On many occasions, magistrates and judges are forced to release the minor offenders due to lack of money to move them to Fort portal.

Paddy Baguma, the Bushenyi District Internal Security Officer, says leaders in the affected district have tried to address the issue to no avail due to lack of funds. He discloses that Bushenyi district local government is ready to avail land for the construction of a remand home but they are constrained by lack of funds.

Moses Gabriel Angualia, the Greater Bushenyi Chief Magistrate, says the challenge of minor offenders is serious and needs urgent attention. He says the absence of a remand home will encourage minors to engage in crimes or allow being used by others to execute crime, since they know they will walk away free.

Elias Kisawuzi, the Judiciary spokesperson, says the responsibility of constructing remand homes lies with local governments. He however, says most of the districts are constrained to establish such facilities because they operate on a tight budget.
