Ocaka of completely denying knowledge of a counter fake receipt No. 0417458 he issued on November 8th 2018 despite repeatedly issuing the same serial number on three forest produce movement permits worth 2.4 million shillings duly signed by him.
Gulu district forest officer, James Ocaka has been interdicted for causing financial loss of 2.4 Million shillings to the district.
Ocaka is also accused of falsification of records and documents, gross negligence in performance of duty, unsatisfactory performance of duty and making false statements.
The interdiction letter dated December 15th by Milton Kato, the Gulu chief Administrative Officer effectively condemned Ocaka to half salary without access to office. Kato stated that his office is instituting a committee to probe Ocaka's misconduct.
The letter implicates Ocaka of completely denying knowledge of a counter fake receipt No. 0417458 he issued on November 8th 2018 despite repeatedly issuing the same serial number on three forest produce movement permits worth 2.4 million shillings duly signed by him.
Kato directed Ocaka to hand over office to James Okello, the district Forest Ranger until investigations are completed in accordance to section 8 of the Public Service Standing Order.
Ocaka has petitioned Kato to stay the disciplinary action against him saying he never knew the origin of the forged document.
Phillip Opolot Atugonza, the Gulu district deputy chief administrative officer confirmed the interdiction of Ocaka saying he will be out of office for as long as the probe is ongoing.

It is not the first time that the embattled Ocaka has been in trouble. This year, Police picked Ocaka for illegally issuing movement permits to traders illegally transporting logs of the endangered Afzelia Africana (Beyo) from Gulu to Kampala.
The case was however dropped after the directorate of public prosecutions (DPP) failed to find substantial evidence to implicate him in court.
