Oil Rich Areas Cautioned Against Possible HIV Surge

Residents in the Albertine Graben are advised to beware of a possible escalation of HIV/AIDS infections resulting from an influx of people during the critical stages of oil extraction.

Dr Allan Muluuta, the assistant commissioner for disease control in the Ministry of Health says that the availability of oil and gas resources could trigger migration of people seeking to tap into opportunities in the region. Some of these could be Most at Risk Populations like long route drivers and sex workers.

Dr Muluuta was speaking in an interview with Uganda Radio Network following the launch of the National HIV Testing Services Policy and Implementation Guidelines for the Bunyoro region. This is part of a nationwide campaign to disseminate the guidelines that were formulated in 2016 to boost the fight against HIV/AIDS.

Dr Muluuta advises the local governments across Bunyoro sub region to prepare to counter such anticipated infections and make sure that whoever tests positive is enrolled onto therapy under the test and treat approach.

He said that the new guidelines target mandatory testing for adolescents and Most at Risk Populations –MARPS among others, to enable them enroll on medication to reduce the viral load and tame opportunistic infections.

According to the 2011 HIV/AIDS indicator survey, the HIV prevalence rate stands at 8.5 in Bunyoro slightly higher than the national average which is estimated at 7.4.

Charles Mugenyi Mulindambura the Hoima district secretary for Health welcomed the new HIV testing services and implementation guidelines but said there is need for more to be done at the landing sites along Lake Albert and schools where prevalence is high.

However, according to Mulindambura the fight against HIV and the implementation of the new guidelines in Bunyoro sub region may remain on paper if the challenge of understaffed health facilities is not addressed. The staffs at the health facilities are mandated to implement the guidelines.

He says that with just about five out of the required 19 staff for most of the 54 health centre IIIs, it will be hard for such numbers to cater for general medication and then handle HIV related issues.
