Hoima LCV Chairperson Demands Immediate Transfer of CAO

In a May 20th, 2024 letter to the Permanent Secretary Ministry of local government and seen by Uganda Radio Network-URN, Uthuman Mugisa Mubarak wants Kumaketch transferred over lack of teamwork, engagement in political activities at the district, and lack of respect.

The Hoima LCV Chairperson has written to the Ministry of Local Government requesting for the transfer of the Chief Administrative Officer-CAO Charles Oluba Kumaketch. 

In a May 20th, 2024 letter to the Permanent Secretary Ministry of local government and seen by Uganda Radio Network-URN, Uthuman Mugisa Mubarak wants Kumaketch transferred over lack of teamwork, engagement in political activities at the district, and lack of respect.   

In the letter, the district boss says, Kumaketch has continuously undermined his leadership as well as his executive committee adding that the CAO has on several occasions implemented issues without the knowledge of the executive committee.   

Uthuman also cites a lack of respect resulting in a worsening relationship between the political and technical teams of the district.  

"We are entering a political season where the people would wish us to be accountable for the time spent in office, me as a district chairman if I have a CAO who doesn't respect me and keeps undermining my leadership on top of that conniving with my political opponents, it is obvious that this action will affect my political career and service delivery" reads part of the letter.

 

He adds that for effective service delivery at the district, there needs to be teamwork between the political and technical wings which he says Kumaketch seems not to exhibit. 

Kumakech has yet to comment on the letter demanding his immediate transfer.  

Uthman Mubarak Kadir Mugisa of the National Resistance Movement-NRM Party was elected the Hoima LC5 Chairperson for Hoima district on September 14th, 2023 following a by-election.     

Mugisa garnered 18,353 votes beating four other candidates who also participated in the race.

The Hoima LCV seat then became vacant following the tragic passing of Kadir Kirungi, the former LCV chairperson, in a motor accident on March 17, 2023, along the Hoima-Kampala Road in Mataagi village, Bukomero town council, Kiboga district.
