Hoima Municipal Personnel Officer Under Fire for alleged Incompetence

Isabella Ahaisibwe, the Personnel Officer Hoima Municipality has come under fire from councilors for alleged incompetence. The councilors led by their mayor Grace Mary Mugasa accuse Ahaisibwe of failing to recruit staff and taking care of their welfare. Mugasa says that due to the incompetence of the personnel officer key positions in the municipality are vacant which is affecting service delivery to the electorate.

She says that most of the staff in the municipality are serving in acting capacity adding that many of them are not on the government pay roll. Mugasa explains that her office is not taking that matter lightly and has recommended to the clerk for the recruitment of a senior personnel officer to help Ahaisibwe in executing her duties.

On Tuesday, councilors tasked Hoima Town clerk to explain why key positions in the municipality were still vacant. Brian Kaboyo, the Hoima Municipal youth councilor was critical of lack of staff in key municipal positions. Kaboyo stressed the need for the municipal council to liaise with public service minister Henry Muganwa Kajura who is also area MP for guidance on staff recruitment.

Kaboyo said as people’s representatives they can’t look on as people miss out on good service delivery due to incompetent technical staff. The personnel officer could not be reached for a comment as she is out of office on official leave. Pius Epaju, Hoima Town was also reportedly in Kampala on official duty and couldn’t be reached for comment.

Some of the vacant positions include that of procurement officer, a senior physical planner, a community development officer, senior personnel officer and accounting assistants among others.
