Residents in Hoima Municipality are angry over the diversion of money meant to purchase land for a new abattoir and insist the money should be recovered.

Nine million shillings budgeted to buy the land was diverted without proper accountability from the financial year 2012/13. Council has failed to recover the money.

Town clerk Emmanuel Banya on Wednesday told a council meeting that it was impossible for him to recover the money as demanded by the executive, because it was spent in another financial year.

Banya instead backed a proposal by the same executive that the land for the current abattoir in Kiryatete be sold off and money used to purchase the alternative land for a better facility.

Banya argued that the current abattoir is too dilapidated to spend money on renovating yet it is on a small piece of land. The council wants to buy two acres of land to construct a new abattoir.

Cue out: ....another land."//

Convinced by the town clerk, the council members overwhelmingly approved the boarding off of the current abattoir land to buy an alternative piece.

But residents are not happy with the move saying they are not sure whether the money realized will be safe, given the mismanagement of the Ugx 9 million.

Margaret Nyamaizi, a business woman in Hoima town, wonders why council would rush to approve the land sale without recovering the diverted funds first. Nyamaizi demanded that every officer charged with handling council money should be held accountable to have the money recovered.

Edwin Mugisa, a resident of Bujumbura also insists that the concerned officers should refund the money first before the current abattoir land is disposed of. Mugisa is unhappy that council has handled the abattoir matter lightly yet people continue consuming meat from a filthy facility.

The current abattoir in Kiryatete is situated in a settlement area where blood and animal waste flows to people's residential houses. This filthy environment around the facility makes the meat unpleasant for consumption. Although hopes were that the problem would be checked soon, the events now indicate that getting a better slaughter facility in Hoima still remains a dream.
