Holding Space For Child Victims Launched

Mike Chibita, the Director of Public Prosecution-DPP, says that the holding space will help the prosecutors to prepare child victims and witnesses so that their voices can be heard in judicial proceedings.

A reception and holding space for child victims and witnesses has been launched. The space is located at the office of the Director of Public Prosecution- DPP at the NSSF building in Kampala.

Mike Chibita, the DPP who launched the space on Wednesday noted that during the process of handling their work, they have always encountered challenges managing children who come into conflict with the law, child victims of crime, child witnesses to crime and juvenile offenders.

He says that the holding space will help the prosecutors to prepare child victims and witnesses so that their voices can be heard in judicial proceedings.

The holding space was established by the DPP with support from Children at Risk Action Network-CRANE.  The room is equipped with children toys, mattresses, toys and reading books for children. 

Chibita noted that he is hopeful the holding space will also help in bridging the gap of witness protection legislation.  He added that other holding spaces will be set up in 12 districts of the country with High Court circuits like Lira, Mbale, Masaka, and Fort portal, Kabale, Gulu, and Mbarara among others.

In the previous years, annual performance reports have shown that defilement has been rampant within the highest number of victims being children.

In 2016, the aggravated defilement cases stood at 2,425 while simple defilement were recorded at 4, 060. The aggravated cases reduced to 1,518 while simple defilement cases are at 2,516 in 2017.

Deborah Atwiine, the in- charge of the holding space, says that the mattresses are meant to help the children relax so that they can refresh their minds before appearing in court.
