Ibanda District Council Wants RDC Transferred

Protazio .B. Tigurihwayo is accused among other things of meddling in council affairs. Councilors claim that the RDC has over stayed in the district and has started interfering in the council work.

In June, Grace Katushabe, the deputy speaker Ibanda district council, blocked Tugurihwayo from delivering his speech during the district state of affairs address.

 Katushabe accused the RDC of breaching the council rules of procedures whenever he is given an opportunity to address the council. She alleged that whenever Tigurihwayo is scheduled on the program to address the council, he walks away only to return and demand for late audience.

During the district council session on Monday chaired by the speaker Herbert Happy Mayanja, all 22 councilors voted in support of the move to have the RDC transferred from Ibanda district.

The district councilor for Nsasi sub county, Robert Kuhebwa tabled the motion seeking to ask President Yoweri Museveni to transfer Tigurihwayo from their district.

Kuhebwa argued that the RDC has on several occasions deliberately refused to sign recommendation forms for both students and businessmen to get passports to travel abroad for higher education or to do business.

It took the intervention of the speaker Mayanja to calm down the councilors and ask them to follow proper procedures in their move to chase away the president’s representative in the area.

Mayanja later referred the matter to the chief administrative officer Moses Kanyarutookye and the district chairperson Mellechiades Kajwengye for advice.

Tigurihwayo did not attend the council session. He came in before council business commenced and found the sitting arrangements had changed and the chair he usually sits on had been removed from the platform.

Zanikire Nuwamanya, the clerk to council, noted that the platform had been left for only political leaders and the Chief Administrative Officer. He said under the new council arrangements the RDC will be sitting in the gallery like heads of departments.
