Ibanda municipality residents have defied a resolution that requires all the households to have proper garbage disposal facilities and improve sewerage management.

The policy passed by Ibanda Municipal council last year requires each building in the municipality to have a dustbin. The policy gives the authorities power to revoke license of businesses that do not meet the specifications.

The policy has however been ignored by the locals and the business community with tenants now dumping garbage in open spaces and in corridors around commercial buildings. Areas that are most affected include Bufunda, Mpiira and Jubilee streets where refuse from restaurants have been thrown in the middle of the road and drainage channels leaving them clogged.

Marius Muhereza, a landlord for Muhereza house along Bufunda Street says that the municipal authorities failed to spell out exactly who should procure the dustbins between the landlords and tenants.

He says that he had in the past bought the bins but they vanished into thin air and that he cannot waste his money on procuring more yet there are several more structures operating without a single bin.

Isaac Kwarisiima, a resident of Mpiira Street faults the authorities for the laxity saying that they continue to renew their licenses without first ensuring that the policy is adhered to.

Ibanda Municipality Health Inspector William Ndyanabo says that there is a resolution that requires that residents collect their waste in dustbins awaiting collection by the team of garbage collectors.

Ndyanabo however says that the locals have not been cooperative and times the garbage is left behind by the collectors. He says that the throwing of garbage irresponsibly is being dealt with.
