Mitesera Bainomugisha, the proprietor of Tukundane fish farm in Isingiro District is up in arms against government for breach of contract.
In 2007, Bainomugisha signed a contract with Eric Nadiope, the Principal Fisheries Inspector and Head of Aquaculture Production Unit in Ministry of Agriculture Animal Industry and Fisheries to supply 24 million fish fingerlings under the fish restocking program.
Government supplied Bainomugisha with fish fingerlings for multiplication for supply to farmers in an attempt to promote fish farming in western Uganda. As a result, Bainomugisha secured a loan of close to a billion Shillings to excavate more fish ponds to expand his capacity to meet the government demand.
He stocked the ponds with cat fish, Zili fish and Singidia fish on an expanse of land measuring about 111 square miles. Bainomugisha however, says hardly a year into the contract, government discontinued the fish restocking program without taking into consideration his investment.
According to Bainomugisha, he is currently stuck with his fish stock because of the breach of the contract.

Bainomugisha says in 2012 he suffered huge losses when flood water washed away his fingerlings. He is worried that he may experience the same problem during the October rains unless government takes away the fish fingerlings as soon as possible.
He has petitioned Hebert Muhangi, the Isingiro Resident District Commissioner and the Minister of Agriculture, Animal Industry and Fisheries Major Bright Rwamirama to come to his rescue.
He wants support from government to open up more 30 ponds to separate the mature fish from the fingerlings as he waits for the next course of action by government. Efforts by URN to speak to Rwamirama didn't yield results as he could neither pick nor return calls from our reporter.
Herbert Muhangi, the Isingiro Resident District Commissioner has promised to forward Bainomugisha's concerns to the president, who he says made written commitment to support the project.
