Judges Review Rulings on Sexual Gender Based Violence

The Judiciary is reviewing rulings made by several officers on Sexual Gender Based Violence against women as a way of enforcing stringent measures to help deter the vice.

 

David Kabona Batema, a high court judge in charge of Soroti and Karamoja region told URN that judicial officers have pitched camp at Botanical Gardens in Entebbe to review rulings  on sexual violence against women and children so as to evaluate whether the punishments given to offenders deter communities from committing similar offences.

A US Judge, James Foster who is also attending the retreat indicated that women in countries with conflicts fall victims of sexual gender based violence.

A 2017 report by the United Nations on different forms of violence against women over a 12 month period indicated that lifetime physical and sexual intimate Partner Violence stands at 30% while child marriages stood at 40%. 

Well as government initiated a policy inclusion of violence against women in the larger National Strategic plan, cases of Sexual Gender based violence have been increasing since 2010.

 

A 2016 Uganda Demographic and health Survey revealed that up to 22% of women between the ages of 15 to 49 had experienced sexual violence. This translates to close to a million women being sexually violated

 

The 2016 Police Crime report indicated that defilement increased from 13,118 in 2015 to 17,567 in 2016. Defilement is the act of having sex with women below the age of 18 years.

 

The force also registered 16,862 sex related cases in 2017 while 1,335 rape cases were recorded. 14,985 cases of defilement were also registered.

 

However, police didn't register any cases of emotional sexual abuse against women. 

Some of the laws against violations against women are included in the Penal Code and the Domestic Violence Act 2010 that bars any person from sexually harassing their partner. 

Government also launched a National Gender based Violence Policy with an aim of reducing Sexual Violence against women.
