Kabale Chief Administrative Officer Wilson Tibugyenda faces criticism from district councillors for awarding a tender to a blacklisted firm.
Tibugyenda awarded the 230 million Shillings tender to GESES Uganda Limited on December 12, 2017, to rehabilitate Kakomo Health Centre IV in Kitumba Sub County, Ndorwa West Constituency.
But councillors say that the same company was blacklisted by the Public Procurement and Disposal of Public Assets Authority (PPDA), on the recommendation of the council, after it was found guilty of incompetence in executing district projects. It was specifically faulted for shoddy works on Karorwa water project in Bukinda Sub County.
Julius Barusya, the district councillor representing Kamuganguzi Sub County says the award is disturbing. He also questions the award of a tender that shoots above the 200 million Shillings approved by the council for the task.

Pius Rwakimari, the district councillor representing Kyanamira Sub County says that Tibugyenda must cancel the tender and open fresh bids and allow competent bidders to come on board.

Kabale District Speaker, Loy Zikampereza says that she has instructed the district executive committee to investigate the process through which the company got the award, yet it is under blacklist.
Kabale District Chief Administrative Officer Wilson Tibugyenda, however, says that when the district advertised, only GESES Uganda Limited t picked the Bills of Quantities adding that he had no any other option but to award the tender.

Peter Nkurunungi, the Director of GESES Uganda Limited declined to comment on the matter.
In March 2016, Nkurunungi was arrested together with the Kabale district engineer Januario Bagamuhunda for diverting 44 million Shillings meant for repairing of 10 boreholes in the district.
