Kabale Councilor Rejects Position on Executive Committee After Losing Speakership Race

A councillor in Kabale District rejected an offer to serve on the District Executive Committee after he lost in the speakership race.

Emmanuel Arineitwe, the district councillor representing Kitumba Sub County was appointed Secretary for Health, Education, Sports and Community-Based Services by the LCV Chairperson Nelson Nshangabasheija.

This happened after the swearing-in of Kabale district leaders at the district headquarters.

It all started when the District National Resistance Movement (NRM) party officials led by District Registrar Maurice Mugenga Keitaba organized an impromptu caucus at White Horse Inn in Kabale to elect the party’s flag bearer for the speakership race.

Arineitwe contested against Flavia Nyinakiiza Kanagizi, the female district councillor for Kaharo and Maziba sub-counties. Nyinakiiza was declared the winner after garnering 16 votes against Arineitwe’s 13 votes.

Arineitwe conceded defeat and promised to support the flag bearer Nyinakiiza. However, Arineitwe made a U-turn and declared that he will contest as an independent candidate.

He accused Nyinakiiza and a section of NRM leaders to bribe councillors.

However, NRM leaders led by the former State Minister of Finance for Planning tried to convince him to step down for Nyinakiiza for purposes of cohesion in the party.

Arineitwe however rejected the advice and contested as an independent candidate.  He again lost to Nyinakiiza who got 19 votes against Arineitwe’s 14 votes. 

Nshangabasheija later appointed him as the Secretary for Health, Education, Sports and Community-Based Services Committee, a position he rejected and stormed out of the council hall in protest.

Arineitwe argued that the position he was appointed to does not correspond with his academic qualifications.  Arineitwe said that he preferred he is appointed Secretary Finance Administration, Planning or Works and Technical Services.

Nshangabasheija replaced him with Hillary Byamukama, councillor representing Buhara sub-county.
