According to the Northern Division LC III Chairman, Isaac Musinguzi Rushoga, Niwagaba who is also the Northern Division Finance Committee Chairperson was found destroying drums into sizeable pieces and removing marks so that he can easily sell them in form of scraps.
Emmanuel Niwagaba alias Ichumu, the councilor for Lower Bugongi ward in Northern division, Kabale district, is in trouble for allegedly stealing metallic drums meant to collect plastic waste.
Niwagaba was arrested early today by police after he was found with several parts of the metallic drums donated to the municipality two months ago.
Century Bottling Company, in partnership with Global Livingston Institute, an American Non-Government Organization donated 100 metallic drums to Kabale Municipality to ease the collection of plastics in a drive to conserve the environment and improve general hygiene.
After the donation, the organizations established a plastic collecting center in Mwanjari Southern Division where used plastics can easily be collected, recycled as residues and converted into manure.
However, according to the Northern Division LC III Chairman, Isaac Musinguzi Rushoga, Niwagaba, who is also the Northern Division Finance Committee Chairperson was found destroying the drums into sizeable pieces and removing marks so that he can easily sell them in form of scrap.
He says that the search for the drums started after realizing that only four out of 100 drums which were distributed across various streets in the municipality, were still available.

Ronald Hakizimana Bifabusha, the Kabale Municipality works Committee Chairperson condemned Niwagaba's behavior.
Hakizimana wants police to undertake thorough investigations and ensure that Niwagaba buys new drums as a deterrent measure against future thefts.

Kabale District Police Commander, Geoffrey Kaheebwa says that Niwagaba is being detained at Kabale Police station and investigations into the matter are ongoing.
The case is registered at Kabale police station under file number SD18/20/10/2018.
