Kabale district authorities have started a move to expand the
boundaries of Kabale municipality as part of their push for a city status. Kabale
Municipality attained its current status in 1986.
The move will see the municipality annex parishes in the
neighboring Kitumba Sub County in Ndorwa West County, Kyanamira Sub County in
Ndorwa East County in Kabale district and Bubaare Sub County in Rubanda East
County in Rubanda District.
The decision to expand the municipality is aimed at increasing
the population to 500,000 people in accordance with the Local Government Act to
qualify for a city status.
According to the Uganda Bureau of Statistics 2012 report, Kabale
Municipality occupies a Surface Area of 33 square kilometers and has a total
Population projection of 44,800 people.
municipality is comprised of Central, Northern and Southern divisions.
Patrick Besigye Keihwa, the Kabale District LC 5 Chairperson,
says leaders from the district and municipality have selected him to champion
the move of expanding Kabale municipality.
Keihwa says the proposed expansion of the municipality will give
them a basis to advocate for a city status before parliament.

Emmanuel Sentaro Byamugisha, the Mayor Kabale Municipality, says
they are in the process of convincing all leaders in the targeted sub counties
as well as area members of parliament to support the proposed expansion of the
Byamugisha says that once the dream of expanding the
municipality is achieved, the municipality and the district will pass resolutions
seeking a city status.
He says all necessary procedures will be completed before the
end of the next two years.

Sam Arineitwe, the Central Division LC 3 chairperson, says he is
eager to see Kabale municipality transforming into a city status.
Arineitwe says that this is the time for Kabale authorities to
educate themselves on the mistakes made by other towns while advocating for
elevation to city status.

Pius Rwakimari, the Kyanamira Sub County LC V councilor, says he
fully supports the move on conditions that the annexed parishes will be
elevated to independent divisions instead of merging them with the existing
divisions so that people get services closer to them.
