Joseph Kimbowa, the Town Clerk Kabale municipality has come under fire from the area leaders for absenteeism. Kimbowa was posted to Mbarara Municipality in July 2016 from Masaka to replace Charles Magumba who was moved to Entebbe municipality.
However, residents and local leaders accuse the Town Clerk of absenteeism, which has affected service delivery. Ronald Hakizimana Bifabusha, the Chairperson for Works, Water and Technical Services Committee Kabale municipality, says ever since Kimbowa reported, he rarely sits in office to perform his duties.
He says the repeated absence of the town clerk has frustrated developmental meetings since they can't take place in his absence.

Abert Matsiko Mutungwire, the Chief Administrative Officer Kabale, says all funds meant for road works in the municipality are stuck on the account due to the absence of the town clerk. Mutungwire says he has already forwarded a complaint to the Local Government ministry for appropriate action.
