Twasiima was arrested on April 25, 2019 on orders of Gad Rugaaju Ahimbisibwe, the Kabale Deputy Resident District Commissioner after 360 locals implicated him for charging them money before issuing them their national identity cards and registering fresh applicants or correct errors in their bio data.

in-charge of Butanda Sub County in Kabale district has coughed Shillings 3.65
million that he allegedly extorted from residents.
Twasiima was arrested on April 25, 2019 on
orders of Gad Rugaaju Ahimbisibwe, the Kabale Deputy Resident District
Commissioner after 360 locals implicated him for charging them money before
issuing them their national identity cards and registering fresh applicants or correct
errors in their bio data.
Twasiima reportedly charged his victims between
Shillings 7,500 and 100,000. Residents also accused him of demanding payment
before issuing birth certificates.
On Tuesday afternoon, the Deputy RDC met the
affected locals at Butanda Sub county headquarters and informed them Twasiima
had accepted his blunder and returned the money.
Rugaaju handed back the money to the affected
residents, saying he couldn’t allow Twasiima to turn a free government program
into a source of his private income.
He said the officer was released on police bond
after paying back the money, adding that it is now up to NIRA and police to
decide their next course of action since his intention was to ensure residents
get a refund of their money.

Lordah Kiconco, a resident of Nyamiryango
village in Nyamiryango parish in Butanda sub county, said Twasiima charged her
Shillings 8,000 as registration fees.
Kiconco said she was happy that the RDC
had managed to help get a refund of their money.

Yowasi Tibirinyeba and Christian Atuheire, both
residents of Mutungwe village in Nyamiryango parish, said that they were also
charged Shillings 8000 for registration.
They say that the refund of their
money after Rugaaju’s intervention is a great achievement.

Eric Kigunzu Tumwesigye, the Butanda Sub County
LC V councilor, said the issues of the NIRA official should be an eye opener
for everybody who works for government to abandon all corruption tendencies.
to Kigunzu, many people stayed away for the National Identity card enrollment
exercise because of Twasiima’s habit of extortion.
