Kabale Officials Demand Arrest of Environment Officer Over UGX 11M

Joseph Tumushabe Murangira, the Kabale District Environment Officer is in trouble over 11.5 million shillings meant for digging up contours in landslide prune sub counties. Murangira requisitioned the money early this year allegedly for digging contours commonly known as Fanya Chini in Rubaya, Kashambya, Bufundi and Muko sub counties to control soil erosion and landslides. 

However, it is alleged that Murangira instead went to areas where Diocese of Kigezi Community Development Program had dug contour and presented them as his accountability. Now, Patrick Besigye Keihwa, the Kabale district LC V chairperson wants the officer arrested and forced to refund the money. Keihwa accuses Murangira of frustrating their efforts to address the issue of landslides and soil erosion in the district.

He says that the decision by the District environment officer to misappropriate funds meant for the contours at the expense of the lives of hundreds of people affected by landslides shows that, he is unfit to occupy the office he is holding.

Kashambye Sub County is one of the areas that were earmarked to benefit from the opening up of contour furrows. But Leneo Badanganire, the LC 3 chairperson Kashambye Sub County says not even a single contour was dug up in his area. He says that he was shocked early this month when he saw a team of district officials visited his sub county to monitor the work on the contour furrows. Enock Kazooba, a resident of Rubaya Sub County says the contour furrows in his sub county were put in place by the Diocese of Kigezi.

Kazooba says that he was shocked when district officials inquired about the contour put in place by the district environment officer. Frank Ntaho, the Kabale Chief Administrative Officer says he is aware of the concerns raised by the political leadership against the district environmental officer. Ntaho says that he has already instructed the district auditor to investigate the claims and come up with a report before any action is taken.

He also admitted receiving information that the officer had accounted for the furrows using the ones constructed by Kigezi diocese, which works in partnership with the district. Joseph Murangira Tumushabe, the embattled environment officer has not yet commented as he is reportedly on the run. Mathew Moses Elayo, the Kabale Resident District Commissioner says that a team of security operatives is hunting for Murangira so that he can face the wrath of the law.
