Kaberamaido District Staff Face Dismissal Over Forged Academic Papers

The officers include Norman Etolu, the Parish Chief in Kobulubulu Sub County, Geofringo Geofrey Egadu, the Parish Chief in Aperkira Sub County and Raymond Eboyu a.k.a Charles Raymond Elyau, the Assistant Accountant, Ochero sub County. Three employees of Kaberamaido District Local Government have been directed to hand over offices following an investigation into their academic credentials.

The officers have been under investigations by the Inspectorate of Government its findings and report was released on January 29th, 2021. In the investigation report, the trio’s appointments have been recommended for termination.

The officers are Norman Etolu, the Parish Chief in Kobulubulu Sub County, Geofringo Geofrey Egadu, the Parish Chief in Aperkira Sub County and Raymond Eboyu a.k.a Charles Raymond Elyau, the Assistant Accountant, Ochero sub County. Etolu and Egadu are accused of forging diploma papers to get jobs as Parish Chiefs while Eboyu is accused of outright impersonation spanning 37 years.

According to the letters for handover of offices by the Chief Administrative Officer of Kaberamaido, John Stephen Kasadha, Etolu allegedly forged academic documents for Diploma in Social Works and Social Administration of Makerere Business Centre in order to get appointment as Parish Chief in 2019 while Egadu forged academic documents for Diploma in Public Administration of Makerere Institute for Social Development for same. Both officers were recruited in 2019.

However, Elyau is said to have impersonated Eboyu in order to get appointment into civil service, initially under Soroti District Local Government and currently under Kaberamaido District Local Government.

“In an investigation report dated 29th, January 2021, the Inspectorate of Government established that you have been impersonating as Mr. Eboyu Raymond, yet your true identity is Mr. Charles Raymond Elyau, the Inspectorate of Government further established that you did this by using East African Certificate of Education of Mr. Eboyu Raymond, which you eventually used to join civil service in 1984,” the CAO’s letter to Elyau reads in part.

All the officers have been directed to immediately make comprehensive hand over reports pending decision by the District Service Commission. The district has also suspended salary of the affected staff until the final decision by the district appointing authority.

James Kennedy Aisu, the District Council Speaker of Kaberamaido says the investigation report by the Inspectorate of Government is just a tip of the iceberg of recruitment scandals in the district. He says that they are going to request for a more detailed inquiry into the recruitments conducted in the district over the years to clean the district.

URN has learnt that Egadu has also been serving as a Gombolola Intelligence Security Officer- GISO of Kaberamaido Sub County for more than ten years. He joined Kaberamaido District Local Government in 2019 and was appointed as Parish Chief while still holding the position of GISO which he continues to serve to date.

When contacted by our reporter, Egadu said that he resigned from Parish Chief job in October last year. This was during campaigns when some of the issues of recruitment scandals started coming out from politicians.

“I have served as a GISO for five years”, Egadu said on phone. 

When our reporter asked him why he continued to serve in two government positions until last October, Egadu disconnect the call.
