Disagreements have emerged between Sub-county leaders in Kalungu
district and the COVID-19 taskforce over the management of relief support.
The Sub County leaders are accusing the district COVID-19
Taskforce of deliberately side-lining them in the implementation exercises of
the response action yet they were initially consulted in developing the action
plans.
Gerald Ssenyondo, the Lukaya Town Council chairperson, says that
since the government allocated districts 165 million shillings to coordinate
response activities in their areas, the district task force in Kalungu
blacklisted lower local government leaders.
Ssenyondo explains that they were instructed to constitute
COVID-19 taskforces at sub-county levels to directly coordinate community
response activities, but to their dismay, the district has denied them any form
of facilitation.
He also accuses the district task force of failing to account for
the relief food items collected from the well-wishers.

Charles Muyanja, the Chairperson for Bukulula Sub County argues
that the district task force has of late created a big rift with the lower local
government leadership, hence denying them the opportunity of closely following
up on their activities.
Muyanja says they have continuously pleaded with the district to
support the sub-county taskforce with at least fuel to enable them to carry out
community mobilization activates on safety guidelines, in vain.
Filda Nabirye the Kalungu District Chief Administrative Officer
blames the sub-county leaders for being impatient.
She explains that the district had to wait for guidelines on how the
funds should be utilized.
She, however, says that the sub-counties will receive the support
at an appropriate time.
