Last week, Kasese Chief Administrative Officer, Elias Byamungu directed the district health officer-DHO to immediately process the redeployment of all appointed staff of Kilembe Mines Hospital-KMH to other health units in the district.
Kasese Municipal Mayor Chance Kahindo has asked the Chief Administrative Officer-CAO
to rescind his directive redeploying the staff of Kilembe mines hospital pending a clear pronouncement by parliament.
Last week, Kasese Chief Administrative Officer, Elias Byamungu directed the district health officer-DHO to immediately process the
redeployment of all appointed staff of Kilembe Mines Hospital-KMH to other
health units in the district.
His directive followed a
decision by the ministry of health to halt operations of Kilembe mines hospital and withdraw support from the government. However, in his communication,
Kahindo says that there is a need to continue providing medical services to the
patients who are still in the facility, failure of which would result in death or further ailment.
He also noted that
there has been no communication from the government in regard to the elevation of Rukoki
health center IV to a hospital hence no reason for the re-deployment
of KMH staff based on a non-existing hospital status.
Kahindo, who has appealed for the intervention of the LC V chairperson, Eliphazi Muhindo, says Kasese Municipal employs and pays salaries of 95% of staff at KMH and must be in control of her own staff.
He says that the minister of health was addressing internal issues raised by
the parliamentary commission on health with both parties still holding
discussions and shall report back to parliament.
“So it would be the Cao
to wait for the resolution of parliament on the facility before acting on the
matter that is still undergoing parliamentary inquiry hence an administrative contempt
of parliamentary procedures,” Kahindo said
