Katakwi District Stuck with 271 Teachers Despite Recruitment in 2022

Katakwi District Local Government is facing a predicament with 271 teachers who were recruited in May 2022. Although the successful list of recruited teachers was posted on the notice board in September 2022, the teachers have not yet received their appointment letters to commence their duties.

Initially, some stakeholders in Katakwi criticized the district for recruiting more teachers than the available wage bill could sustain. The district had advertised 100 positions but ended up recruiting over 200 teachers. This led the district executive to suspend the issuance of appointment letters to the affected teachers.

Local leaders, including the Usuk LC V Councilor Raphael Mark Ojakol, protested the irregularities in the recruitment process, alleging extortion that influenced the hiring of more teachers than the budget allowed. Geoffrey Omolo, the Katakwi LC V Chairperson, explains that they have sought intervention from relevant authorities such as the ministries of public service, finance, and education, but progress has been limited.

Omolo mentions that the Prime Minister and other government officials have been made aware of the issue and are considering it. Juliet Chepteok, the Katakwi Deputy Chief Administrative Officer, states that they are engaging with various government entities to rectify any anomalies that may have occurred during the previous year's staff recruitment process.

According to Angella Atim, the Katakwi District Education Officer, there is a significant teaching gap of more than 370 teachers in the district. With an enrollment of over 50,000 pupils across 78 government-aided schools, the shortage of teachers has become a pressing issue.   //Cue in “We have a…

It is worth noting that Katakwi district has been returning funds allocated for staff recruitment since the 2021/2022 financial year. In the Auditor General's report for that year, the district returned 2.12 billion shillings out of the budgeted 32,253,133,161 shillings, which were intended for various district projects, including salaries, pensions, and arrears.
