Kawempe Police Station Land Title Missing

Legislators sitting on the Public Accounts Committee (PAC) this afternoon learnt that the land title for Kawempe police station in Kampala district is missing.

The MPs learnt that there has not been a trace for the land title in the Uganda Land Commission (ULC) offices since 2010.

This was during the committee interface with officials from Uganda Police Force on audit queries raised by Auditor General John Muwanga. The police officials included undersecretary Rogers Muhiirwa, director for research and planning Edward Ochom and police spokesperson Andrew Felix Kaweesi among others.

Muhiirwa blamed the disappearance of the land title on Uganda Land Commission who he said are custodians of government land saying that the commission was in possession of the land title before it disappeared.  

“The land title at Kawempe police post had been handed over to Uganda Land Commission with original copies of signed transfer. After sometime, we asked them to avail us with satisfactory copy so that we can plan on the re-designing of that land, they informed us that they do not see the land title,” said Rogers Muhiirwa.

He added that despite writing several letters to establish how far the search has gone, the Land Commission failed to avail the title.

MPs Mathias Mpuuga for Masaka Municipality and Theodore Ssekikubo for Lwemiyaga County questioned whether police was really interested in retrieving the land title or not.

PAC chairperson Angelline Osegge who represents Soroti district, directed the police officials to produce the land title within two weeks.

The land title in question was surrendered by the family of the Late Semei Kakungulu in Kawempe to Uganda Police who in turn handed it over and was duly acknowledged by Uganda Land Commission.
