The appointment of Emilian Kayima as police spokesperson means he will be supervising two officers above his rank.
The Inspector General of Police (IGP) Kale Kayihura has appointed Senior Superintendent of Police (SSP) Emilian Kayima the police spokesperson. The new appointment undermines the ranks of two senior officers in the department of Public Relations; one being a commissioner of police (CP) and another assistant Commissioner of Police (ACP).
Kayima is two ranks below former police spokesperson Fred Enanga who is also still working under the Public Relations department of Police while Polly Namaye, the deputy police spokesperson is a rank above her new boss.
Kayima replaces Assistant Inspector General of Police (AIGP) Asan Kasingye who maintains his earlier position as Chief Political Commissar (CPC) but leaves the public relations office. Kasingye, who took over the office in March this year following the assassination of AIGP Andrew Felix Kaweesi, confirmed the changes.
"It is true I have been replaced by SSP Emilian Kayima as the police spokesperson and I can now concentrate on my Directorate," Kasingye said.
Kasingye's replacement comes after multiple threats to the Police Account Committee (PAC) to resign over various errors in communication. The most prominent is when he was asked to apologise for denying the arrest of Kamwenge Mayor Godfrey Byamukama and a few days later he was found with multiple wounds at Nakasero Hospital, with reports that he was tortured.
Byamukama was suspected of taking part in the March 17 murder of Kaweesi, his driver Godfrey Mambewa and body guard Kenneth Erau.
Kasingye at the time told PAC that he could not apologise for giving information that had been given to him by the office of the IGP.
This morning, Kasingye's deputy Namaye revealed that the FBI was involved in Kaweesi murder investigations, something that he had denied a week ago.
Kayihura had earlier integrated the department into the CPC office but following Kasingye's resignation, the department has been taken back to the office of the IGP.
