According to Kiggundu, nobody will be spared even if they belong to the ruling National Resistance Movement party. The warning follows statements attributed to the NRM Secretary General, Justine Lumumba last week warning that government will shoot whoever attempts to cause confusion during election in Kampala and Wakiso.
Lumumba's statement has drawn public condemnation, with sections of the public and opposition members accusing her of fuelling violence and intimidation ahead of the February 18 elections. Kiggundu says individuals who have plans to disrupt the elections should brace themselves for legal action.

Opposition candidates including Independent presidential candidate, Amama Mbabazi and his FDC rival Kizza Besigye have also accused the ruling NRM party of planning to rig the polls.
Last year, NRM presidential candidate, Yoweri Museveni made similar claims that the opposition was planning to rig the polls by tampering with the result transmission as well as bribe election officials. Kiggundu says EC has deployed biometric systems that cannot be manipulated by anyone to rig the polls.
